Funding & Delivery of ChangeUp

ChangeUp funding for local projects has been managed at regional level and implemented through Consortia. A large part of the national ChangeUp programme has been delivered through Hubs of expertise.

ChangeUp is funded by central government.

However, how ChangeUp funding is used at local level is not decided by central government; from the outset, the ChangeUp programme and funding have been implemented and delivered via regional programmes.

The funding for the ChangeUp programme has been managed at regional level through the nine Government Offices in England.  The Government offices have devolved the management of aspects of the programme to various local third sector organisations and agencies.  For the East Midlands, the accountable body for the management of ChangeUp funding is the Nottinghamshire Community Foundation(NCF).

Consortia

The implementation of the ChangeUp programme in each region has broadly followed an overall national framework, whereby consortia of third sector organisations were formed to consider how infrastructure in their region could best be organised to meet the needs of users in the future and develop Infrastructure Investment Plans (IIPs) to outline how to meet those needs.

Following the writing of the IIPs, ChangeUp funding was awarded to third sector organisations throughout the regions to carry out projects that would help deliver the objectives outlined in the IIPs.

The East Midlands Infrastructure Steering Group

In addition to the consortia in the region, the East Midlands Infrastructure Steering Group works to make sure that infrastructure services are developed to best meet the needs of local communities and the third sector organisations which serve and represent them.

National SupportServices

The nine National Support Services workstreams started on 1 April 2008, replacing the six hubs. Each workstream provides resources, evidence and good practice to help support providers improve what they can deliver to the frontline.

The workstreams work closely with support providers - including the local and regional Consortia funded through Capacitybuilders - to align national priorities with those at a local and regional level.
